The boogie man is not a creature, but a conceptual weapon, refined over centuries, designed to make fear effective by keeping it undefined. A boogie man is often a political or social threat exaggerated to provoke fear, when the real threat is not as dangerous as it seems. 

The boogie man can be destroyed by fire, because it represents illumination and conscious action. Fire removes darkness, exposes illusion, and breaks fear-based narratives. It does not destroy a creature, but the belief that sustains it.
