This sound recording, made at the March 2013 PACT meeting for Toft Hill and High Etherley before an assembled gathering of Councillors and residents, consists of a verbal challenge to PC Heather Fenwick and her attendant PCSO Sara Downs, in relation to the Police's failure to contact Kevin Slack and serve him with a verbal warning for the harassment and threats to which a resident was subjected on 14.2.13. In spite of the fact that Police are fully aware of the extent of the criminal activities in which Kevin and his associates are provably involved they do not appear to have a current address for the main vehicle with which he is provably operating. They also appear to have been unable to apprehend him in spite of the fact that his car has been parked outside his Mother's house pretty much on a daily basis since the harassment in question occurred. It is widely believed within the local community that Mr. Slack's supposed untouchability relates to certain outstanding anomalies in relation to a number of corrupt practices that have been permitted to operate for some considerable time now within what was formerly the old Planning Department at Teesdale District Council, and the office at the newly established Unitary Authority that has since gone on to succeed it. All of this relates to Kevin Slack's father and his links to a possessory title scam which has been carried out on land that adjoins the estate from which the Slacks can be proven to have been staging nine tenths of the anti-social behaviour and low level criminal activities around the village.

Alleged drug dealer and would be gangster Kevin Slack subjects one of two remaining residents of the only remaining block of flats on High Etherley's Red House Estate to the kind of tirade of abuse that he has been accustomed to meeting out to residents for years with impunity. In spite of the fact the drug dealing and other criminal activities to which Mr. Slack has been provably linked for well over a decade are well known to both residents and the Police little or no action has ever been  taken  against him. Although Police have been given full details of his car registration number and where to find him, they seem unable or unwilling to track him down and serve him with the verbal warning with which he was supposed to have been served for the harassment and nuisance that you see here. Close scrutiny of the available evidence would tend to suggest that both Kevin Slack and various other members of his family have been used by a number of vested interests closely linked to a ring of planning corruption in and around Teesdale in County Durham to terrorize residents out of their homes in what amounts to multiple breaches of the Protection From Eviction Act 1977.

Kevin Slack 14.2.13

Mr. Marley's version of the events that took place on the afternoon 14.2.13 as it happened on High Etherley's Red House Estate. During the course of our dialogue he tells me that alleged drug dealer Kevin Slack admitted to him that he has been staring through everyone's windows in the same fashion as Michael Tray has previously been reported as having done, both to the Police and to Teesdale Housing Association. An activity that can be classed both as an harassment and as Anti-Social Nuisance.This has been one of the key factors in many tenants deciding to leave the estate. A matter of which the then Housing Officer responsible for such matters and her colleagues have themselves been made fully aware.

Mr. Marley 14.2.13

When County Durham pensioner John Arthur Marley invested some money in a digital camera in an attempt to get decent affordable photographs of the youngsters who had been taunting him, the first thing he ended up with was a visit from the Police. Thanks to some help from his Anonymous friend this sound recording of the arrival on the scene of PC Cockerill and WPC Manser from Bishop Auckland Police Office constitutes an accurate record of the event. We shall encounter these officers again in another context in due course, as we investigate some crooked goings on at High Etherley Cricket Club in the light of what some have referred to as a state of Virtual Reality Policing with Durham Constabulary....where black is white, red is yellow and two and two make five....or so the story goes......

Complete Cycle        'Operation of Honour'

In spite of persistent denials from the former Teesdale Housing Association Housing Officer for Red Houses, and others in the organization's management structure, local troublemaker Michael Tray has spent years making life a living hell for the residents of High Etherley's Red House Estate. And, despite the fact that the Estate has been named as his principal place of residence, in a recent article in the Northern Echo in which some of his more recent alleged misdemeanours received extensive coverage, the Housing Association is still sticking by its vigorous denials that he has ever been in residence there. Why? One explanation that has been put forward is that Tray and a number of his associates have been kept in place with the specific remit of driving the lawful tenants out of a number of properties that the Housing Association had secretly earmarked for development, as a means of avoiding paying any of them the compensation to which they are legally entitled. If true, this could mean that those staff members responsible for allowing such a situation to develop may be in breach of the Protection from Eviction Act 1977 and therefore guilty of a criminal offence. 'Paedo'

Local pensioner John Arthur Gibbon Marley discusses the latest in a series of incidents of harassment, nuisance and anti-social behaviour to which he has been continually subjected by local teenager Bradley Fitzgerald for a period of some three and a half years. In spite of having filled in numerous complaints forms and diary sheets the situation is still pretty much ongoing. Worse still, in the wake of a visit to his local M.P., Helen Goodman, the situation, instead of getting better, began to get markedly worse.........
