Today I came across this remix of Guile's theme and decided to search for its origins. Now I know more about it.

It's "Lonely Wolf" off "Sing!! Street Fighter II Instrumental Version" which came out in 1993.

It was composed by Yoko Shimomura and arranged by Seiji Toda. Hope that's enough info :)
