Simpler than that. There is no “goal” for the viruses. They simply mutate the way they do because those end up being the strains that have higher survivability. The reason a certain lifeform appears the way it does is because it promotes survival

They cant admit wrongdoing lest be held accountable and liable for any negative effects of those actions.
