Perhaps the CIA didn't do any hacking or leaking but instead planted evidence of a Russian connection. We can't be certain either way because CIA's technical capabilities are up to task.

This isn't really true in a representative democracy. Not only are representatives not required to consult citizens, but they aren't required to give options at all--binary or otherwise. I personally would like to see a more direct democracy, but that isn't the current state of things.
