The only reason I know this is because of an accident I had. It's the common law principal of "assured clear distance." A driver is responsible for maintaining a speed that allows them to safely stop based on situational awareness, regardless of the set speed limit. For example, you must be able to stop without rear-ending someone even if they slam on the brakes. You must pass through non-controlled intersections that do not have a clear line of sight at a speed that keeps you from t-boning someone else. I'm sure there are nuances, but that's the basic idea as I remember it.
