Not Bad For A Forty

This wax cylinder was left on my door on Christmas Day, a note came with it but it contained no name telling me who had left it. Does anyone have any idea when a recording like this might have been made? Who would have access to the sort of recording equipment required to make it? Any help gratefully received.
