Racks Elite is arguably one of the most influential gangs in New Olympus, especially within the heart of the city’s nightlife. Their influence and connection in the music industry is unmatched, with a network of rappers, DJs, managers and many more, either openly allied or secretly in their pocket.

Members place money, status and power at the forefront of their existence. Their obsession with "burn hard, live young" is evident in their extravagant displays of an exclusive image that doesn't play by the rules.

Racks Elite is a fiery criminal organization. They are deeply involved in many illegal enterprises, some of which include weapons trafficking and the drug trade, leveraging connections to control the black market. Violence is not only a tool but a statement of their authority, used to erase threats or enforce loyalty. Though their hedonistic lifestyle may paint them as soft and superficial, they are not afraid to get their hands dirty or bloody for the sake of their lifestyle.

"Control the entertainment, and you will control the masses." This unspoken philosophy stands at the very core of Racks Elite. Though their influence spans the globe, the heart of their operations lie in the American entertainment capital of the world, New Olympus.

Among the Racks Elite gang members, no one could tell you who really runs the organization from the top. Questions like this don't matter when you're blinded by promises of wealth, fame and power. Though many of the higher-ups are secretly corporate owned or backed, anyone who's ever tried to follow the trail to the very top, discovers that the path in front of them just slowly fades into nothing.

The only bit of known information about the figures who run Racks Elite from the very top come from the recovered data log of an investigative private eye who was found dead under mysterious circumstances. He had discovered that Rack's Elite, along with much of the industry is run by a shadowy group known as the Circle Of 5th's.

After the desperate, targeted collapse of the internet 1.0 during the final days of the 3rd World War, the world plunged into what was known as the Silent Year. For nearly twelve months, all digital infrastructure—communications networks, data repositories, system controls—went dark. Economies stalled, governments lost oversight, and societies fragmented in the void.

Then came the Aether, the internet 2.0. Spearheaded by a coalition of nations, it was humanity's promised savior that would reconnect the globe with a new cutting-edge, standardized quantum network that was vastly superior in every way to the old, inefficient web that we used to know. What remains of the fractured old net was buried deep... hidden... sealed away from humanity to keep the leftover, broken shards of the artificial demon called Revelations from ever rising again in it's goal of bringing about the end times for humanity.

While officials insist the Aether is the entirety of the Net 2.0, it’s merely a walled-off microcosm. Beyond its regulated borders lies the Nether: a dark abyss of the new modern internet—untamed, unmonitored, and rife with threats. Access requires custom tunneling programs and security exploits just to slip through the Aether’s firewalls. Here anonymity is everything, and every interaction carries a risk of exposure to hacking collectives, illicit marketplaces, and digital predators. 

Unbound by law or oversight, the Nether harbors human depravity in code: data vaults of stolen secrets, black-market auctions for biometrics, and hubs where sex, drugs and violence are traded like currency. Ordinary users remain unaware of its existence, protected by ignorance and default security settings. But those driven by profit, power, or desperation plunge into the depths of the Nether, where a single misstep can unleash malware, identity theft, or worse.

The Chemical Cutthroats represent the foremost narcotics network across the western seaboard, with operations concentrated predominantly within New Olympus and strategic footholds in CHAZ. Their scale and reach surpass typical street gangs, operating as a decentralized syndicate of production cells, each led by a Chem-Sith — chemists who command local manufacturing, distribution, and enforcement. These Chem-Siths, though formally under distant overseas leadership, have grown increasingly autonomous as in-house production replaced fragile import routes disrupted by the Firewall.

Their production system functions on two primary tiers: one supplies broadly distributed narcotics saturating street markets, while the other focuses on specialized, high-margin designer compounds reserved for exclusive clients. This separation allows them to dominate both volume-driven and niche segments, leveraging their chemical expertise to craft substances tailored to varying demands and risks. Chem-Siths oversee the creation of advanced formulations, providing the syndicate with a distinct edge in innovation and quality control.

The Cutthroats' presence is strongest in New Olympus, where neglected districts like Wescott provide cover for sprawling labs, underground markets, and front operations. Proximity to the Firewall permits relatively efficient underground smuggling routes into the city’s heart, ensuring supply lines remain intact despite surveillance. Meanwhile, bulk production and resource refinement occur in less regulated, more volatile sectors of CHAZ, balancing risk by keeping large-scale manufacturing away from heavily policed zones.

While the Cutthroats prioritize efficiency and control over overt displays of violence, preferring calculated intimidation and systemic influence, tensions with rival factions—especially the insurgent Vapor Punks who dominate much of CHAZ—are frequent. The Cutthroats’ expansionist ambitions and transactional outlook clash with the Punks’ ideological fervor, resulting in ongoing conflicts across contested territories. Despite this, both groups implicitly recognize the value of their separate spheres, maintaining an uneasy coexistence fueled by mutual profit and survival.

Once nothing more than a defiant fringe crew dealing street-grade inhalants on the eastside of New Olympus, the Vapor Punks were born in the chemical haze of rebellion—just another nameless sub-gang under the larger, west-dominant Chemical Cutthroats.

When The Firewall came down like a tombstone between CHAZ and the rest of New Olympus, the Vapor Punks were left behind like everyone else—abandoned by the government, discarded by the city, and surrounded by a rising tide of chaos. That betrayal didn’t break them—it hardened them. They shed their old ties, branded their own colors in blood and aerosol, and began waging a street-level war against the system that left them to rot.

What began as targeted sabotage and riot graffiti evolved into a full-scale insurgency. Supply raids turned into resource networks. Saboteurs became tacticians. Word spread through pirate signals and burner feeds until the Vapor Punks weren’t just a gang—they were a cause. In the eyes of CHAZ’s forsaken masses, they became the loudest voice collectively shouting what everyone else was too broken to scream.

But no revolution is clean. Their rise was carved through the wreckage of a dozen rival factions, each trying to claim the soul of this new autonomous zone. The resulting street wars were violent and brutal—alley massacres, block-wide firebombings, and cyber-assassinations were all part of the climb. And when the dust settled, the Vapor Punks had become not a gang, but a movement.

That movement, however, is far from unified. The gang fractured under the weight of it's own gluttony, splintering the Punks into an unruly constellation of semi-autonomous cells, each claiming the name but interpreting its meaning differently. Some seek justice. Others want revenge. Still others just want the power vacuum to remain wide open. Turf lines blur. Ideologies clash. But despite internal chaos, they all fly the same banner—a permanent middle finger to The Firewall, the system, and the city that abandoned them.

In CHAZ, the Vapor Punks are warlords, prophets, dealers, and dreamers. In New Olympus, they are an infection—unseen but growing. No matter how fractured, their message is always the same.
