Relay networks do not work under adversarial conditions. They do not help for hard to validate blocks either. Improved relay ideas come from Greg Maxwell (efficient block relay).

With many HYIP's that are less obvious ponzies than Onecoin, most of the people taking part in it know that it's a ponzi. They get into all these schemes on purpose, hoping to be at the top. If they do not make a profit, they pretend they're scammed. In a way it's kind of like gambling to them.
