In 1991 Carnegie Corporation of New York funded a crucial report on the immense and immediate danger of losing control of Soviet nuclear, chemical and biological weapons if the Soviet Union broke apart. The timing was critical. The report helped Senators Sam Nunn (D-GA) and Richard Lugar (R-IN) overcome heated opposition to a proposed bill, the Nuclear Threat Reduction Act of 1991, calling for U.S. dollars to secure and destroy Soviet weapons of mass destruction. A week after the report was released, the Senate approved the Nunn-Lugar Amendment 86-8. Two weeks later the act was signed into law by President George H.W. Bush. Four weeks later, the Soviet Union collapsed.

They gave a new voice and urgency to the immigrant rights movement, forcing policymakers and advocates to deal with their untenable situation—Americans in all but law.

On February 25, Carnegie Corporation of New York, Four Freedoms Fund, Unbound Philanthropy, and Philanthropy New York hosted a conversation with Laura Wides-Muñoz, author of The Making of a Dream: How a Group of Young Undocumented Immigrants Helped Change What It Means to be American, an undocumented leader, and an immigration policy expert.

The Making of a Dream tells the behind-the-scenes story of the birth of the DREAM Act and how the undocumented youth and their allies—desperate after years of gridlock in Congress—finally built a movement powerful enough to force the Obama administration to create the landmark Deferred Action for Childhood Arrivals program.

DACA, as the program is officially known, has given six years of relief and hope to hundreds of thousands of families, yet today, its protections are in jeopardy. The Trump administration has sought to end the program, and it currently remains on life support, its future most likely in the hands of the Supreme Court.

The Making of a Dream: DACA Then and Now
