On 25 and 26 October 2019 Casco Art Institute: Working for the Commons organized the second Assembly for commoning art institutions entitled "Our House is on Fire." This playlist hosts the four keynote presentations by Ama Josephine Budge, the Arts Collaboratory food and climate change working group, Suzanne Dhaliwal and Ugo Mattei. In addition to that a collective reading of the Climate Justice Code, and introduction to the code by the editorial committee and an introduction to the Assembly by the steering committee are included here.

Following Casco’s inaugural annual Assembly in 2018, "Our House is on Fire" turned our attention to developing a climate justice code for art and art institutions in response to the current climate crisis and the question: What practical measures will art and art institutions take to care for our planetary commons with the power of imagination?

The second annual Assembly was developed by a steering committee consisting of: artist Annette Krauss, researcher and organizer Ying Que - who co-organized the inaugural Assembly Elephants in the Room in 2018 - and Casco Art Institute: Binna Choi and Yolande van der Heide with support from Rosa Paardenkooper.

On 11 and 12 December 2020 Casco Art Institute: Working for the Commons organized the third Assembly for commoning art institutions entitled "We Owe Each Other Everything."

Following Casco’s two earlier Assembly editions in 2018 and 2019, "We Owe Each Other Everything" addressed various forms of collective art practice and the question of their resilience, with contributions by groups from across the world, including Utrecht, Singapore, London, Warsaw, Kampala, and Medellín. These twenty-odd groups form a part of the Casco Art Institute ecosystem and go towards shaping Casco’s institutional practices and inquired: When there is never enough time and survival is uncertain, how do collective art practices continue their ways of being together and shape art institutions working for the commons?

Casco Art Institute’s annual Assembly is envisioned as an adaptable model in working together beyond one institutional roof or networked body. Opening itself up to examination while attending to other (art) institutional practices, the annual Assembly at Casco Art Institute provides a regular moment for institutional reflection, collective agenda setting, and commoning experimentation – namely, for “commoning art institutions.”

The inaugural 2018 edition of the Assembly, entitled “Elephants in the Room,” focused on processes of unlearning and on art organizations as sites for unlearning. The Assembly will orientate around the question: Within the context of the commons, how does art-institutional change relate to unlearning, particularly with regards to redistribution of power?

These twenty-odd groups form a part of the Casco Art Institute ecosystem and go towards shaping Casco’s institutional practices and inquired: When there is never enough time and survival is uncertain, how do collective art practices continue their ways of being together and shape art institutions working for the commons?

Casco Art Institute and Club Solo proudly present Gathering amidst the ruins: on the potential of assembly within the context of art institutions. We are happy to welcome you to join this reflection and share knowledge together!

Which forms of coming together lead to an open and layered decision-making process? What happens if you choose other formats? What significance does an assembly bear, or how relevant is it for art practices today and in the future, especially if the present time might be best seen from an angle of the capitalist, patriarchal, colonial ruins? During this event organized in collaboration with Club Solo: Symposium on tour we will reflect on these questions and actively engage with criticality shaped by artistic practices that are on the cutting edge of social practice and engagement.

Sonic Diary

On a bright autumn Sunday, 19 October, we cycled through the Leidsche Rijn area of Utrecht with a group of 17 as part of Wapke Feenstra’s Rerooting in the Polder exhibition project at Casco Art Institute.
Along the way, we paused to read from Wapke and her sister Pietsie's book A Photographic Portrait of a Landscape and Amelia Groom’s text Raised on Foundations of Slime, shared by Katja Berends. In our conversations, we reflected on ways land has been treated in and by the Netherlands, what it means to live with it, and its wider socio-political implications.
At our last stop in Buurttuin Johanitterveld, Reza Afisina guided a sound journaling exercise, inviting participants to record resonances from flowers, seeds, stems, pipes, silos, and other subtle urban–rural connections. The harvested audio from all parts of the day was then woven into a collaborative sound piece, composed by Luke Cohlen and Reza.

In his talk at the Commoning Economy forum, philosopher and political economist Philippe Van Parijs discusses and propagates the idea of a universal basic income, of which he has been a passionate proponent for decades, since publishing his book Real Freedom for All: What (if Anything) Can Justify Capitalism? (1995). While the universal nature of this concept is seemingly at odds with the localized nature of community economies, Van Parijs makes a strong case for its concrete feasibility – considering, for instance, to what extent universal basic income can be an alternative to capitalism and its regime of boundless productivity.

Nora Sternfeld, curator, onderwijzer en Professor Curating and Mediating Art aan de Aalto Universiteit, zal haar onderzoek naar kritisch management in het curatoriële veld presenteren, een collectief project dat zij in 2014 co-initieerde. Ondanks het grote succes van kritische artistieke en curatoriële projecten, viel het Sternfeld op dat die kritiek zich niet wijdt aan de praktijk van institutionele productie. Pull The Plug is the starting point for Parasite Lottery, and was written from the perspective of the politicians and policy makers that are cutting cultural budgets. 
As it so often is, the argument of Pull The Plug is mainly pragmatic: in times of crisis and exigency, it argues, there is no room for arts and culture, and the disgruntlement of those who think differently cannot change a thing about that. Furthermore, phrases like "leftist hobbies" make clear that pulling the plug is a conscious political move, as well an attempt at silencing of voices that are opposed to official policy.

Frau - Pull The Plug

Inspired by the eponymous 2002 Bowie song, as well as by the now-popular way of describing the long-lasting, detrimental effects of the 2012 budget cuts in the Netherlands, "Slow Burn" narrates the experience of someone affected by these cuts: restless, precarious, and feeling like a firefly caught up in a cobweb. The song imagines the period from 2013 - when the impact of the austerity measures first became visible - until 2018 - when artists and other cultural producers are still experiencing the effects of the slow burn, struggling to make ends meet and to find the funds required for artistic desire.

Frau - Slow Burn

"Storm Over Cut" is about the diverse strategies that artists have employed to cope with budget cuts. The first verse presents those who are actively fighting policy, either through protest or through negotiations, The second shows how some are dealing with the situation by adapting, for instance by adopting entrepreneurial newspeak. Finally, in the third verse, there is "Parasite Lottery" itself as an attempt to create collectivity and solidarity.

"We Are Parasites" questions how some right-wing politicians label artists as parasites, exploring how we are all parasites, as we are all, in fact, interdependent. Furthermore, the song mentions the 2011 letter "More Than Quality", written by Halbe Zijlstra - then the Dutch state secretary of culture - explaining his vision for cultural funding policy. In the song, it is argued that to ask for more than quality is, actually, just asking for quantity and productivity, while support for the arts should rather be fueled by care.

Yolande van der Heide is deputy director at Casco Art Institute: Working for the Commons, where she began as an intern in 2008. Casco Art Institute is a member of the Arts Collaboratory network with a focus on collective governance.

Annette Krauss works as an artist, writer, educator. In her conceptual-based practice she addresses the intersection of art, politics, and everyday life. Her work revolves around informal knowledge and normalization processes that shape our bodies, the way we use objects, engage in social practices and how these influence the way we know and act in the world. Her artistic work emerges through the intersection of different media, such as performance, video, historical and everyday research, pedagogy, and texts. Krauss is head of the MA programme Fine Art HKU, Utrecht.

Session 2: Unlearning Maintenance with Hodan Warsame and Ayesha Ghanchi

Cultural institutions are – almost by definition – designed in a rigid, hierarchical way. The labor division within them has a knack for persisting and reproducing itself, and can be one of the things standing in the way of radical change towards justice. In this workshop we will deconstruct what we call physical, organizational and people maintenance and its relationship to decolonization and whiteness. Some of the questions we examined are: Are there people in your workplace who are invisibilized or uncared for? Who is doing the emotional and intellectual labor of pushing the institution (or collective) towards justice? After interactive and collective reflections on these questions, we took a look at how we can take actions to make the workplace a caring and more supportive place. Together we discussed how can we rigorously embody a pedagogy of care and listening to make our own workplaces more equal places.

Ayesha Ghanchi is an artist-educator and academic with a specialist focus on critical pedagogy in arts practice. She holds a PhD in collaboration with Tate and has worked within the cultural and community sectors in diverse roles, mostly focusing on social justice and increasing engagements with arts and culture. More recently she has collaborated with BAK and the Side Room to teach and explore critical pedagogy.

Hodan Warsame is an educator, organiser, and moderator, currently focused on strategies for radical institutional change for justice, both from the outside and inside of organizations. She makes media and creates spaces for herself and others to develop critical and liberatory understandings of ourselves and the world. She is co-initiator of the intervention Decolonize The Museum (2014–17) and founded Redmond, an intersectional feminist collective active between 2013 and 2017 that created critical online and offline spaces for women and queer people of color.

Session 3: Unlearning Modern-colonial Institutions, and Book Situation “Sites For Unlearning in the Museum” with Nancy Jouwe

In this especially designed boat tour through the city center of Utrecht, we shared a mostly untold part of local history: Utrecht’s connectedness to Dutch colonial history and slavery. Utrecht is usually not mentioned in relation to Dutch colonial history. But when we start to read the city as an archive, material remnants appear, stories that are hidden behind the facades come to life, and unknown traces are found. In our boat tour we travelled through time while connecting these dots. In an attempt to decolonize history, we focused on several of the institutions of the city, and how they are implicated in and connected to the central theme of the tour.  

The tour guide was Nancy Jouwe. She is project leader of Mapping Slavery, a public history project that maps the Dutch history of slavery by building a growing database of locations that serve as a perfect baseline for city tours, publications, digital maps, and educational modules. www.mappingslavery.nl

Nancy Jouwe is a cultural historian and has worked 20+ years in the NGO sector as a managing director and curator on the crossroads of women’s rights, transnational movements, and art, culture and heritage. As a researcher, curator, and project manager, she focuses on cultural and social movements in postcolonial Netherlands and lectures at HKU University of the Arts, Willem de Kooning Academy, Amsterdam University College, and CIEE. Jouwe is project leader of Mapping Slavery.

The second annual Assembly was developed by a steering committee consisting of: artist Annette Krauss, researcher and organizer Ying Que - who co-organized the inaugural Assembly Elephants in the Room in 2018 - and Casco Art Institute: Binna Choi and Yolande van der Heide with support from Rosa Paardenkooper.

The Climate Justice Code editorial committee consisted of: Platform BK: Joram Kraaijeveld; Commons Network: Thomas de Groot, Taru Aitola; Fossil Free Culture: Teresa Borasino, Harriet Bergman; artist Clementine Edwards.

Keynote: “Whose House? Whose Tools? Whose Future?” by Ama Josephine Budge

On 25 and 26 October 2019 Casco Art Institute: Working for the Commons organized the second Assembly for commoning art institutions entitled "Our House is on Fire." Keynote "Enduring Climate Change" by the Arts Collaboratory food and climate change working group

On 25 and 26 October 2019 Casco Art Institute: Working for the Commons organized the second Assembly for commoning art institutions entitled "Our House is on Fire." I don’t think I am a verbal person but my gesture can show you the gratitude and pay respect to you, because since you have been here and you have seen many things happen, since your existence, and I think the way you are breathing is to share with us, as a kind of thing that walk with two legs, but I don’t think that having movement can bring us further as we thought. 

The air you absorb, no matter what air it is, I think you always find a way to breathe, in and out, with… with you flexi-[stutter], with your flexibility. Even though I cannot pronounce it well. But I know, your flexibility is always there. And I feel that you always find a way to continue to root here. 

And now, you are already 150 years old. 

So, I am really pleased to meet you, in person. 

And... [places hand over heart] 
My name is Kanitha.

[camera slowly moves back. Kneeling, Kanitha bows in the direction of the tree.] [10.00]

I think sometimes when I do this, it’s more like,  alone by myself. From the beginning I don’t feel it’s a kind of meditation, but then after that I feel like yeah, it’s really meditation but I don’t know because my hand is coiling and then after that, after awhile, my brain is traveling like this [motions a spiral with her finger].

But after a while I enjoy it a lot. Like, ok… What could bring me to this situation? Questioning around what’s happening in the world. Why I exist in this world. 

Then after that it can be more fun… I like to speak with my cat, and I feel like, am I just pretending that I speak with my cat or what? Something like that. [laughs] Because the cat just keeps looking at you [looks gazingly above and softly blinks] like “ohh." But you know it’s your own projection, right? [laughs] [18.45]

[20.44] [thundering clouds and patter of rain on leaves]

Isn’t it amazing if you imagine yourself that you are here for a long time, and you keep rooting and growing, but at the same time you feel like, you admit something, how do you say it... you see everything. I feel this is really amazing that I have this time to spend with the tree. I never thought that one day I could do that. Because I feel more like… [trails off] [21.18]

[21.27] Can you see something different?
Can we listen to something that we never listen to?
Can we just take time to look at things we never really pay attention to?

Something like that.

I try out to see that I never been working outside like this too. So this moment, I bring my sculpture out, my wire out, to see what is happening here, and now I feel that everything is combined. Which means that, I wish so much to have a sunny day. But then there’s wind, there’s rain, there’s you, there’s the tree here, the ground, and everything, it’s combining!

Kanitha Tith - How heavy is time? (soundscape, taken from the film)

Due to the lockdown, this is a recording from home, featuring a chat with artist and designer Wok the Rock and Casco’s director Binna Choi, and recordings contributed by researcher Nuraini Juliastuti, both from Indonesia. The episode was inspired by Wok the Rock's project Parasite Lottery (2016 in Casco, Utrecht) that was created with an intention to respond to the government's heavy budget cuts in the art and cultural sector. Nuraini Juliastuti’s research endeavors were leading in the direction for this broadcast, grappling with questions around song heritage and caring for an infrastructure of the commons. The red thread of songs for resistance unravels and draws lessons from Indonesia’s social movements, where the act of archiving is presented as a way to dissent from mainstream and dominant narratives in post-colonial Indonesia.

For our final episode this season, we dive into poetry’s relationship to music with a focus on lyricism, rhythm, and attunement. 

The episode is a pre-recording co-hosted and stitched together by Staci Bu Shea and Ying Que, and anchored with some of the voices from Common Grounds: Song / Value including artist and postal initiative Dear, (Martha Jager and Sophie de Serière), artist musician Mira Thompson and artist and researcher Serena Lee. You’ll hear musical tracks from the letter writers this season in collaboration with Dear,. Sprinkled throughout are songs and other contributions that explore post-coloniality and tune, work and rhythm, embodiment and song writing.
