Is housing unaffordable because of limited supply or excess demand? Real estate (like gold) is bought for function (a place to live) and investment. Even if there are as many homes as people who want homes, the additional demand from investors (who want to lease to the people who want a home) is going to inflate the price of homes. If unaffordability comes from excess demand of investment, we will never build our way to affordability. Just look at China for an extreme example of investment-driven prices.

In order to make housing affordable won't the current value of homes have to depreciate as well?  Would people vote to depreciate an asset important to their sense of financial well-being?
