This file was never used during the console's lifetime. It seems to have been intended to be similar in functionality to download play called "Central Station", but much more expansive and sophisticated.
It was essentially a prototype of today's social media platforms, but the concept was ahead of its time. Atmos couldn't get this to work in his 2004, so the project was scrapped.
This, and the placeholder textures you see, are the only remnants of the project.

At some points, the song itself also sounds completely unfinished in my opinion.
