This game and the villain remind me of N from Pokemon Black and White (along without the remakes which suck badly). It reminds me of him because they caused panic in the world because of what happened in their life. N was abused by his adoptive father and Count Bleck's father supposedly "killed" Count Bleck's love, Timpani.
