Since Tartarus is the pit of eternal punishment, Tartarus the deity was the one responsible for carrying the souls of the sinners to Tartarus after their judgment. Tartarus was even DEEPER THAN HELL, said to be 9 days down from Earth. Minos was my judge, and he sent me to this punishment prison. After 5 years of being chained up, I, CRiiOZ have finally gained the power to break free and stratos needed to begin conquering Tartarus.

Tartarus was a place of purification through suffering - those who had committed crimes which were curable could be purified there, and in theory earn a chance to leave. Those that were deemed incurable were eternally damned, giving Tartarus its secondary purpose, a place for punishment and torment.
