That's where dual power will have to come in, no? If you have, say, unions or popular committees taking over the factories before they're able to move operations overseas or close them down, then the ability of capitalists to strike back against a democratic socialist agenda is nullified. Problem is: these popular forces are throughout history typically violently suppressed by social democratic/electoralist governments, because of their years of investment into parliamentarism and upholding "the rule of law" or not provoking the bourgeoisie. This is inevitable after being seamlessly integrated into the workings of the state for decades. I'd say that if Leninism has a problem where it ends up replicating capitalist power relations, because of this double-bind social democracy has the same issue.
