He's connected to Hook. You're required to talk to Yeller about Hook to be able to activate the fishing scene with Hook.
Other than being slightly lore important, he just sells shit lol

it got uploaded on like reliccastle or smth before it got shut down, dont think it was supposed to be released or smth given the name lol. glad it did though, genuinely one of the most entertaining rom hacks ive played.
