About the original:
The sound was originally written by Edward Barton. The artist "Jane" recorded it in 1983 as an accapella version. It was the cover version of "Opus III" then which transferred it to a major international hit.

Also the well known electronic band "Orbital" used the same track in 1993 regarding their tune "Halcyon".
