When Oliver comes across a stressed-out, exhausted Toriel who's had to deal with more than a handful of human kids swarming around, something of a dream-turned-nightmare for Toriel, it's clear she isn't thinking straight. She initiates battle as a result of a mental spiral she "speedruns", almost as if going through the five stages of grief in reverse in 5 seconds.

Oliver's task is to talk Toriel through this mental breakdown, to get her to calm down long enough and to get her grounded long enough for her to process things healthily again.

In this world, combat is unavoidable. An unfortunate truth, but take solace in the knowledge that although the beginning of a battle is fate, the end is entirely yours to decide. Each encounter, another fork in the road, paths branching into a fractal set of possibility. Recursing into itself, it seems too many choices leads them all back to a single point, the needle at the end of the thread of fate.
In the foggy state of Nora's mind, she's in no shape for a battle, which makes the lack of opponents on the Docks a stroke of impossible luck. This world is hostile, especially to an EVANGEL. SINNERs will typically take any opportunity they can to latch onto someone's pure soul and drain them of their LIGHT.
The emptiness, the silence, the dark. Yet another sign that things are not as they should be. Press onward, Nora.
