فرامرز اصلانی آهنگساز، نوزانده (گیتار و سه‌تار) و خوانندهٔ موسیقی پاپ ایرانی است. اصلانی(متولد ۱۳۳۱) فارغ‌التحصیل رشته روزنامه‌نگاری از دانشگاه لندن است. او ترانه‌ها و موسیقی‌اش را عمدتآ خود می نویسد. و آن را به همراه سبک مخصوص گیتار و آوازش اجرا می‌کند. وی پس از پایان تحصیلات به روزنامه‌نگاری پرداخت و مقالات بسیاری را به زبان‌های انگلیسی و فارسی منتشر کرد. سپس به ایران بازگشت و فعالیت خود را یکی از دو روزنامه معتبر انگلیسی آن سال‌ها در ایران به نام Tehran Journal آغاز کرد. در سال ۱۹۷۷ او مورد توجه رئیس کمپانی CBS در تهران قرار گرفت و نخستین مجموعه از آثار موسیقی خود را تحت عنوان دلمشغولی‌ها به همراه کمپانی CBS منتشر کرد که به سرعت توانست جزو پرفروش‌ترین آثار موسیقی در آن سال قرار گیرد. پس از انقلاب سال ۱۹۷۹ او به همراه خانواده‌اش ایران را ترک کرد و در انگلستان سکنی گزید. در آنجا به طور هم‌زمان فعالیت‌های مطبوعاتی و موسیقایی‌اش را پی گرفت. هر دو فرزند او به نام‌های فدرا و رکسانا نیز مثل پدر در حوزه موسیقی فعالیت می‌کنند. یکی از مهم‌ترین آثار اصلانی که در ایران هم به شهرت فراوانی رسید آلبومروزهای ترانه و اندوه بود. صدا و تکنیک خوانندگی او از دیگر خواننده‌های هم‌نسل خود متفاوت است و صدایش از بخش درونی حنجره به نرمی ادا می‌شود که در آخر ممتد و لرزان می‌شود.همچنین گاهی فراز وفرودهایی به صدای خود می‌دهد.اصلانی این کار را به بهترین شکل انجام می‌دهد.
