Re apartment building supply capacity, an apartment is like the electricity grid in microcosm. It is designed to meet the peak demand. All the rest of the time there is more than enough supply capacity. An apartment building can prevent charging during the few hours of the evening peak. It can have load management systems that vary the cars' charge rates once the peak has past so that the peak capacity is not exceeded. As cars that didn't drive far stop charging and building demand goes down, the few remaining cars can automatically have their charge rate increased. All end up with an ample charge.
