Some think that we should help those in an emergency. Other think that we should first make clear of the situation, then decide whether to act. What’s your opinion?

For me, I prefer to help those in an emergency situation right away. That is, if we don’t, the situation may spiral out of control and it may be too late to help the person in danger.Standing around and observing is what most people would do. This is called the “bystander effect” and it can sometimes lead to disastrous results. For example, when we see someone being mugged, we should act right away. We should call for help and try to scare away the mugger without putting ourselves in too much danger. I know some would disagree with me, but if we just wait and observe the situation without doing anything, we are actually indirectly putting other people’s lives in danger.
