Yes, I know I've done this cover and used as WIP song for Suki. 

BUT ANYWAY, this is done in a program called NIAONiao. It's a voice synthesizing program like VOCALOID. The program itself is more like VOCALOID than UTAU. It imports VSQx files, ust files, and nn files. The website has Voices you can download for the program, Mako being one of them. I'm not entirely sure how to make your own singer for NIAONiao.
