in the last upd8, terezi mentions that rose has the potential to be the villian dirk can't. rose also seems to have embraced the villain role, so I'm predicting this song is for an eventual villian rosebot.

Explanation, rosebot is angry at ult dirk for creating the ‘monster’ from the ectobiology without her input. “exclusion zone” refers to her not being interested in the new race that will play sburb. And dirk takes full control of the project.
