is this based off of "welcome to the city"?

So I noticed there were scenes from other AUs, for example, the scene with Luigi screaming in Podley's from Undertoad. Why is that?

Mr. Cyber is looking at the city from the top of the Clock Tower

MR. CYBER
* I wonder where those two humans are. 

Mr. Cyber turns around

MR. CYBER
* Ah yes, perfect timing!

REDAL
* We escaped the prison! Surprised?

MR. CYBER
* Not at all!
* Wait! How DID you two escape in the first place?

SORLUS
* You literally left a map of the security system in the cell!

MR. CYBER
* What?! I did?!
* That must've been Trobber!

TROBBER
* Yeah! It was me that left it in there!

EVERYONE ELSE BESIDES TROBBER
* What?!

REDAL
* YOU put it in there?!

TROBBER
* Yeah, I thought you two were gonna make an escape plan...
* So I made it ten times easier!

MR. CYBER
* Trobber! I still can't believe you're helping these fools!
* Oh well, it's not gonna matter anymore...
* Especially after I take over the world!

* Are you really gonna take over the world?!

* Indeed!
* What did you expect?
* As I've told you, I am an evil villain.
