This place was never very Sunny.
The skeleton brothers, stupidly blinded by their anger against each other forgot their mission; To head from StormedOut to Waterfell. 

Later there they help their father, Gaster the River Miner with a family business; drill the oil out of the bottom of the ravines to make a large profit, but at the cost of polluting Stormedout's water supply and causing locals there to become very ill. Being the CEO of a large company in the underground, Boss-man Gaster doesn't really care about the well being of the StormedOut citizens; he just wants to expand his company. He does this in his conquest for power so that he might eventually be able to buy and own Napstablook's producing company over by the Uranium Sea. Things started to look grim for StormedOut. More and more started to turn almost terminally ill from the excessive poisoning, others desperately fled the town in order to seek cleaner water. Activists started to protest outside the town and near Waterfell, so Riverboss Gaster sent out Papyrus and Sans to mercilessly slaughter a few, to terrify the rest of them and send them away from the construction areas.

Riverboss Gaster: "Those STUPID protesters, trying to shut down MY company and MY OIL SITE?!? Do they have any idea who the Hell I am?? I'M RIVERBOSS FREAKIN' GASTER AND I RUN THIS DIMWIT TOWN'S STUPID ECONOMY. Alright, boys! Let's show those pesky hippies how we do family business: Give all those losers a can of whoopass, and then we'll see who's laughing!!!"

Papyrus: "Remind me to bring my dust pan to this protest rally, we're about to get our hands dusty, Sans!!!"


But things got worse. It turns out that the oil under Waterfell's ravines had a substance in it called "hatred". The locals in StormedOut who consumed this substance had their souls converted into pure darkness. These individuals were classified by the Underground Science Division as "Demons", Monsters that are composed of hatred instead of love. These corrupted individuals, now creatures of darkness, started chasing after and attacking the normal civilians of StormedOut. Emporer Toriel, being the usual scum she is, never really gave a crap about StormedOut so she didn't bother sending out any Royal Guard division to help the town at all. It was left to a division called the "Red-flag Resistance", a group allied with environmental activists, to send troops out to guard the city and protect citizens. They pretty much have to be on high alert with Demons trying to score a kill on an innocent every waking minute.
