I do think this is true, as you say with people experiencing hypersensitivity to TV static and the timbre similarity to these analog electric noises to hydraulic sounds. I have read about this as "matrixing", or as picking up/interpreting subjective interpretations of intormation from random signals. There is a thing called "ghostboxing" (not the label, haha), which is a similar concept to that only applied to "communicating with the beyond".
