Consider the extension of Oscar’s word “water.” The extension of this word is not determined by his intrinsic physical properties; rather it is determined by the underlying nature of the stuff that Oscar intends to name with that word. It doesn’t matter that he is wholly ignorant of what its underlying nature actually is. Indeed, the externalist will typically contend that as long as Oscar is sufficiently competent and believes that there is some such nature, and he intends for his word “water” to apply on the basis of that, albeit unknown, underlying nature, then his term “water” will apply to all and only water, i.e. H2O. Supposedly, therefore, when Oscar utters “water is wet,” he expresses a thought that water is wet, a thought that is about and is true of all and only water. Thus, he is said to possess the concept of water, a concept that applies to and is true of all and only water, and which he expresses with his word “water.”
