An early interest in learning about the factors that influence development sparked by a fascinating upbringing led IEG’s evaluation analyst, Joy Butscher, to the evaluation practice and to our team at Bank’s Independent Evaluation Group. She has made important contributions to multiple infrastructure and sustainable development evaluations and played a key role in the production of IEG’s recent Natural Resource Degradation and Vulnerability Nexus report.

On the World Day to Combat Desertification and Drought, we speak with Bekele Ambaye Shiferaw, who spent much of his long career focused on environmental degradation and how to stop it. Along with describing his journey to the Independent Evaluation Group, after a 25-year career in development, Bekele speaks to us about the importance of addressing the nexus between natural resource degradation and threats to human development, and the way forward.

On International Youth Day, IEG spoke with Soniya Carvalho, a Lead Evaluation Officer, who has spent over three decades working in international development. During this time, she has focused on areas such as knowledge and learning; data for development; technology; and poverty, fragility, conflict, and violence. Along with sharing her motivation for working in international development, she also speaks about th​e importance of focusing on the skills that young people need to acquire now to be better equipped for the demands and opportunities of the future.

Meet The Evaluator: Soniya Carvalho

Since the inception of the 2011 World Development Report (WDR 2011), the World Bank Group’s approach to Fragility, Conflict, and Violence (FCV) has emphasized the importance of job creation, especially led by the private sector, to help break these cycles of violence and fragility.

The private sector in fragile situations is often informal and highly constrained. It also faces a distorted playing field with a strong presence of Estate Owned Enterprises, for example, or entities that might be a party to a conflict. 

The private sector is nonetheless a key vehicle for providing livelihoods, income, and services to people. 

Carmen Nonay, IEG’s Director of Finance, Private Sector, Infrastructure, and Sustainable Development, facilitated this conversation to take stock of the lessons learned at World Bank Group after 10 years from the publication of the WDR2011, and to explore what it takes to support private sector development in fragile contexts.

Three guests joined her in conversation: Aline Sara, CEO of Natakallam; Laure Wessemius-Chibrac, CEO of the Dutch Netherlands Advisory Board on Impact Investment at the Global Steering Group for Impact Investment; and Stephan Wegner, Senior Evaluator and Fragility and Conflict Specialist at IEG.
