Indiana Lawmakers are debating whether there should be a 1-5 year moratorium on new nursing homes in the state.  Supporters say there should be because the state has 13,000 unfilled nursing home beds and the quality of care will suffer.  Opponents say this is an issue the free market can address and it protects existing nursing home providers.
