The reason people are lashing out at 10/10 is for exactly the reason you mentioned  - it COULD be better by something as simply as framerate increase, hence how can it be "perfect" and "top dog to be" if it cant evne  figure out basic things like framerate. It is simply impossible to be "top dog" and run at 30 FPS. thats not even an option.
