Over a century ago, "Trickle-down economics" went by the name "Horse and Sparrow Theory" as in "If you feed the horse enough oats, some will pass through to the road for the sparrows." This more honest formulation indicates that your rulers expect you to eat and survive off of their overfed horseshit.
