The Net Sphere is a simulated reality designed to serve as a new social order, a safe haven, a paradise for the privileged. It is said human beings reached a point where life would be impossble without a "Net Terminal Gene", a genetic marker necessary for safe access to the Netsphere. Human beings with the genes are either a dying or long lost kind. Most "normal" humans were exterminated by either the Silicon Creatures or the Safeguard throughout the ages.

The now isolated & abandoned paradise has its hardware built in the main structure of the city and events in virtual space can influence base reality. There might be none left to access the Net Sphere and control the chaotic expansion of The City.

実社会と同じか、それ以上に拡大してしまったネットワーク社会、並びにそのネットワーク上の仮想空間を指す。もはやネットなしでは生活が成り立たないレベルにまで来た人類が、ネット上に一定の環境を保持すべく、完璧なOSを持った「世界」として成立させたのだろうとされる。都市の主要構造体にそのハードウェアが内蔵されており、仮想空間の事象を基底現実へと反映させることができる。「端末遺伝子」が利用パスになっているが、作中では人類は端末遺伝子を失っているため、正規にアクセスしてくる人間は一人もいない。ネットスフィアの機能とは独立してセーフガードが取り締まりを行っている。

Toha Heavy Industries is a massive edifice (or possibly vehicle) separate from the megastructure. Not much is known about what it does. There are theories that the structure utilizes a sun to power its gravity furnace, indicating the possible location of the edifice.

It is controlled by a central AI, and has a collective of thirteen other AIs; one controlling each cave. The collective AI were created in an effort to prevent insanity due to time. This didn't go as planned. 

The central AI exhibits increasingly irrational behavior with its use of powerful teleportation technology and gravity furnace. Because of the threat of the Silicon Creature's blight, the AI isolated itself and excommunicated others from the outside using a treaty from the Governing Agency. 

Toha Heavy Industries is crucial in the story of Blame because the planters may be netgene carriers, humans with access to the Net Sphere.
