Nearly 50 years after the late Great Nina Simone chided America with her heralded hit record “Mississippi Goddam.” Milwaukee raptivists Gat Turner and Viva Fidel, have echoed her sentiment in their first highly anticipated official single release “Killwaukee God Damn” ! 

Just as “Mississippi Goddam” was a protest song for the murder of Medgar Evers, and the 1963 Church bombing in Birmingham, Alabama which killed four little Black girls. “KGD” is an artistic interpretative response to life in modern day Milwaukee or 'KILLwaukee' , Wisconsin. It is evident that the voices of Gat Turner and Viva Fidel are an artistic, collective cry for change. Speaking on many of the issues that others in the religious, political and even the Hip Hop communities have deemed the proverbial “Elephant in the Room,” these 'edutainers' have once again provided us with a timely, profound musical provocation of thought.

Dear Attorney James Santelle:

The Milwaukee Justice Coalition (MJC) is again requesting that your department conduct a broad investigation into the patterns and practices of the Milwaukee Police Department (MPD).  
MPD’s patterns and practices continue to violate federal and state laws, as well as the civil rights of Milwaukee’s citizens specifically African-Americans and Latino-Americans. MPD’s patterns and practices has also resulted in the ultimate violation of civil rights, by causing the death of numerous African-American male citizens, the most recent casualty is Derek Williams.

Several MJC representatives were present in the court room for the entire Derek Williams inquest; it is evident from the testimony that MPD’s patterns and practices are again at the center of continued police misconduct that unfortunately resulted in yet another death of an African-American man.  Per the inquest testimony Officer Ticcioni’s use of excessive force caused Mr. Williams’ death.  Mr. Williams’ autopsy revealed hemorrhaging in the lumbar and a fractured compromised hyoid bone which indicates an excessive amount of force was used.  

Excessive force combined with incompetent monitoring and application of life saving techniques for Mr. Williams is the latest deadly consequence of MPD's patterns and practices.  Prior to Mr. Williams’s death, there have been several other deaths of African-American men while in MPD custody.  MPD has had a long history of patterns and practices that resulted in the death of Ernest Lacey (1981), Mario Mallet (2001), and James Perry (2010); all of these men died in police custody and their deaths were similar to Mr. William’s death. Robert Braun (2011) almost died in custody due to incompetent monitoring. 

From MPD officers failure to appropriately monitor prisoners; the failure of officers to call for medical assistance for prisoners; officer’s callous disregard of prisoner’s pleas for help; to the lack of a standardized location for emergency CPR equipment in every squad car; all indicate that MPD’s training and supervision of officers is inadequate with poor outcomes resulting in a long history of poor patterns and practices with deadly consequences. One death is unacceptable; several are reprehensible and must be investigated.

In addition, the 7 officers who took the "Fifth", at the Williams inquest, is proof once again, of the well-known, "blue wall of silence", that officers invoke in and out of the courtrooms to protect their "brothers".  The fact that the Chief of Police, Chair of the Fire & Police Commission, members of the Medical Examiner’s Office, and the District Attorneys, all viewed the video of Derek gasping for his last breath, yet all found no wrong-doing; speaks volumes as to the lack of value of a Black life in Milwaukee. It must be noted that Milwaukee County’s Medical Examiner resigned prior to the inquest as he had erroneously ruled Mr. Williams died from complications of Sickle Cell Anemia.
 
MPD’s illegal racial profiling program known as the “Traffic Stop Initiative” continues to demonstrate how egregious MPD’s patterns and practices are.  Racial profiling not only targets African-Americans and Latino-Americans while walking or driving, it targets the geographical areas where African-Americans and Latino-Americans live.  It has created a demarcation line based only on the race of citizens not on a committed crime.  This is illegal and denies citizens of their basic civil rights and liberties.  It must also be noted that Derek Williams and others that have died in police custody were first victims of MPD’s Traffic Stop Initiative aka racial profiling.

It is important for you to know that one of the MJC members Deborah Jenkins is a victim of MPD’s deadly patterns and practices; she is the mother of an African-American man that was killed by an MPD officer in 2002.  Other coalition members continue to witness daily MPD patterns and practices that violate the civil rights of targeted citizens of color in Milwaukee.   

We are requesting a meeting with your honor to discuss the urgency for an investigation into MPD’s patterns and practices.  We believe it is only with a Federal investigation, that any semblance of trust can be restored with the Milwaukee Police Department and the greater Milwaukee community.
