The worst is when the hazard lights are on next to a perfectly big space. But no, let's block traffic. 

The reason -- *the* reason -- people are passing on the right is because they have a bunch of brain-dead DMV license holders driving at whatever speed they choose in the LEFT lanes that are designed for passing. See, if people would use the left lanes to PASS and then return to the right to leave that left lane to FASTER TRAFFIC, then you wouldn't have that faster traffic desperately seeking a way through the idiots on the road. Just my surmise.
