This is about a fictitious neighborhood in Earth orbit. It's based on the largescale remaking of urban neighborhoods and the unrelenting march of gentrification. The Elon Musk idea of terraforming Mars comes to mind. 
It describes a Williamsburg in the sky if you will. 
The "Rezoning" mentioned is the critical step taken by cities in the remaking of neighborhoods

An American expat lazily wakes up near Tempelhof field, doesn't see the sun, can't get himself out of his flat, declares he'd rather be in Friedrichshain
In the end the protagonist wants to fly away from Brandenburg airport Berlin.

No SUN In Berlin TEMPELHOF

About a mega transit hub for the future urban dweller. It's mainly just rhythm and heavily effected voice to convey the architecture and mechanics of a transit hub set in the future; escalators, platforms etc. This speaks of the organized frenzy of mega rush hours, and so-called 15-minute cities where a herd-like mass of travelers move toward anything they could desire. The drums are a Kraut meets Latino exploration Drums -
