Ideas and European Education Policy: Constructing the Europe of Knowledge (Tuesday 11 October 2022)

Italy experienced an economic miracle after the Second World War, and it is still an advanced economy and a member of the G7. Until the 1960s it seemed destined to catch up with the best-performing countries. Then the growth engine stopped, its debt skyrocketed, and Italy became a weaker member of the Eurozone. This book draws lessons on the importance of meritocracy for economic growth and uses international comparisons on social capital, governance, the role of the public sector, efficiency of the judiciary, education, gender and social inequality, social mobility, corporate standards, financial structures, and more to evaluate Italy's economic performance. It argues that the arrogance of mediocracy is more damaging than that of meritocracy.

This event coincides with launch of Lorenzo Codogno and Giampaolo Galli's new book "Meritocracy, Growth, and Lessons from Italy’s Economic Decline: Lobbies (and Ideologies) Against Competition and Talent".

Today’s Europe is a result of the imperial projects of its colonial past. Yet, the acknowledgement of its colonial conquests, dispossession, and enslavement rarely finds a place in contemporary European and European Union (EU) Studies. Subsequent legacies of colonialism continue to permeate European societies, economies and Europe’s relations with the world. They are often overlooked by the European history, philosophy, politics, economy, law, and EU integration studies.

As part of 'A Decolonial Moment in European & EU Studies', Gurminder K Bhambra’s keynote address ‘Towards a Decolonial Europe,’ explores the connections between decolonial thinking and Europe.

Towards A Decolonial Europe (31 May 2023)

As part of 'A Decolonial Moment in European & EU Studies', this panel explores the multiple silences and violences of European modernity recorded by historians and theorists. It makes the case for the disruption of the cannon to de-silence and de-colonise Eurocentrism of the global liberal project in search for radical and liberating spaces in the production of knowledge.

On Silences and Violences of Eurocentric Knowledge (31 May 2023)

What happens when we take epistemic injustice as a starting point for interaction with EU law? What could this mean in relation to teaching and research in the various fields of EU law and the European legal order? As part of 'A Decolonial Moment in European & EU Studies', this talk is an invitation to play with this idea of ‘decolonisation’ and think about how it could open up the world of European integration and EU law to a new generation of scholars and audiences.

Sonya is a Fellow of the Higher Education Academy and has taught a wide range of law modules over the last 15 years, including legal theory, medical ethics, human rights, family law, feminism, and race. Over the years, she has worked extensively to develop and integrate legal skills, both practical and academic, into her curriculum).

- Iyiola Solanke (Jacques Delors Professor of European Law, University of Oxford and Fellow of Somerville College. Author of 'Discrimination as Stigma' (2017) and a textbook on EU Law (CUP, 2022) and more. Previously, Visiting Fellow at Harvard University School of Public Health, Jean Monnet Fellow at the University of Michigan and Fernand Braudel Fellow at the European University Institute. Professor Solanke is also an Academic Bencher of the Inner Temple. She founded the Black Female Professors Forum in 2017 to promote visibility of Black female professors and the Temple Women's Forum North in 2013 to support women in the legal profession. De-colonising Research and Teaching in EU Law (31 May 2023)

Turkey’s economic problems are all rooted in International Economics 101. All standard textbook problems with easy and straightforward solutions known by many emerging countries and applied successfully since the early 2000s. Why then do these problems persist in Turkey?

Speakers:
- Şebnem Kalemli Özcan (Neil Moskowitz Endowed Professor of Economics, University of Maryland, College Park. She is a Research Associate at the National Bureau of Economic Research (NBER) and a Research Fellow at the Center for Economic Policy Research (CEPR). Currently, co-editor of American Economic Journal: Macroeconomics and serves at the editorial board of American Economic Review. She also serves at the economic advisory panels of the NY Federal Reserve and the Bank of International Settlements. Previously, Duisenberg Fellow at the European Central Bank in 2008 and Lead Economist/Adviser for the Middle East and North Africa Region at the World Bank during 2010-2011. She was the Houblon-Norman Fellow of Bank of England and CFR International Affairs Fellow during 2017-2018. She served as the Senior Policy Advisor and Assistant Director at the International Monetary Fund during 2019-2020. She is the first Turkish social scientist who has received the Marie Curie IRG prize in 2008 for her research on European financial integration. Her research focuses on capital flows, macroeconomic fluctuations, and financial frictions, using big data on global firms and banks. Currently, she works on the impact of COVID pandemic on supply chain bottlenecks, business failures and inflation.

Turkey's Economic Problems and Solutions: A Small Open Economy Approach (Friday 02 June 2023)

The Turkish economy has witnessed many ebbs and flows in the past two decades.

The economic crisis of 2000/1 led to the collapse of the Turkish lira and the banking sector, resulting in a new standby agreement with the IMF in 2002. This period also ushered in an era of structural reform under the auspices of the late Minister of Economic Affairs, Kemal Derviş. In politics, the crunch coincided with the rise of the AKP in the 2002 elections and a period of stability. In part due to the previous reforms, Turkey weathered the global financial crisis of 2007-2009. However, the country is now facing another predicament with growing inflation and devaluation of its currency. The new cabinet following the May 2023 elections is working on renewed efforts of stabilization. 

This panel will reflect on the Turkish political economy since the Kemal Derviş era in the early 2000s. It will address questions related to the legacies of the reforms, the contributions of Kemal Derviş to public policy, and the future of the Turkish economy. The panel will also assess the impact of the IMF, international loans and transnational links in relation to economic stability and crisis.

G. Kemal Ozhan (@galipkemal) is a Senior Economist at the Bank of Canada and a Research Economist at the National Bureau of Economic Research. He worked as a research associate at the Brookings Institution from January 2012 to September 2013, and as an Assistant Professor of Economics at the University of St Andrews from September 2016 to August 2019.

Selva Demiralp (@SelvaDemiralp) is Professor of Economics at Koç University. She is also the Director of the Koç University-TUSIAD Economic Research Forum, and a founding partner at Ethos Economics Consulting. Formerly, she worked as an economist at the Federal Reserve Board between 2000 and 2005.

Sinan Ülgen (@sinanulgen1) is the director and founding chairman of the think tank Center for Economics and Foreign Policy Studies (EDAM) in Istanbul. He is also a senior fellow at Carnegie Europe in Brussels and managing partner of the consultancy  Istanbul Economics. Ülgen was formerly a Turkish diplomat who served at the Turkish delegation to the EU in Brussels and in Tripoli.

With or without the IMF? The ups and downs of the Turkish political economy since 2000

Recording of a public event that took place on Thursday 9 November 2023.

The 9th of November has been extremely significant in German history. On the 9th of November 1918 the First World War ended in the German understanding. On the 9th of November 1923, Hitler attempted to putsch in Munich, but failed. On the 9th of November 1938, violent persecutions of the German Jewish population were organised by the Nazi regime. On the 9th of November 1989, the Berlin Wall fell.

All of these events can be closely linked to geopolitical orientations of Germany. To link history and geopolitics might be interesting for a wider audience. It also sheds light on why Germany is so closely committed to European integration.

Klaus Welle is Visiting Professor in Practice at the LSE European Institute. He was previously Secretary General of the European Parliament from 2009 to 2022. His previous roles in Brussels include serving as chief of staff to the President of the European Parliament, as Director General for EU Internal Policies in the Parliament's administration, and as Secretary General successively of the European People's Party (EPP) transnational political party and of the EPP political group in the European Parliament.

Chris Anderson is the Ralf Dahrendorf Professor of European Politics and Society. His research has centred on the micro-foundations of markets and democracy. He is the recipient of several scientific prizes, including the American Political Science Association’s Heinz Eulau Award for the best article published in the American Political Science Review and the Best Article Award from the Journal of Politics.

The geopolitics of Germany: ninth November – then and now (09 November 2023)

Building on his experience as former French Minister of Finance and European Commissioner, Pierre Moscovici, First President of the Cour des comptes – the French Supreme Audit Institution – will present his vision of what the European Union could become in the future.

Confronted with major political and economic transformations and multiple crises – economic, geopolitical, the Green transition – the European Union governance will need to answer new challenges that have emerged in the past years. European institutions and policies have already evolved to foster EU’s role as a global player; however, reforms on EU integration and enlargement are still being debated in light of the coming 2024 European elections.

Pierre Moscovici is the First President of the Court of Auditors (since June 2020). He also chairs the High Council for Public Finance (HCFP) and the Council for Compulsory Levies (CPO). He has been an elected member of the European Parliament and was its Vice-President in 2004. He elected three times as a member of the French National Assembly and has served as Minister for European Affairs and Minister of Economy and Finances He served as European Commissioner for Economic and Financial Affairs, Taxation and Customs (2014–2019) and is currently a member of the United Nations Extern Audit Committee. Pierre Moscovici is affiliated professor at Sciences Po Paris and visiting professor at Columbia University in New York. He has written several books on social democracy, economics and Europe.

Kevin Featherstone is a Professorial Research Fellow at the LSE European Institute. He has held visiting positions at the University of Minnesota; New York University; Harvard University; and, the European University Institute (Firenze). In 2023 he was granted honorary Greek citizenship for his academic work on Greece and for his significant contribution to the promotion of research and debate on contemporary Greece and Cyprus.

NATO Enlargement and Türkiye’s Partnership with the West (Wednesday 24 January 2024)

This event launches Gwendolyn Sasse’s new book Russia's War Against Ukraine. On 24 February 2022, Russia launched a full-scale invasion of Ukraine, giving rise to the deadliest conflict on European soil since the Second World War. How could this happen in twenty-first-century Europe? Why did Putin decide to escalate Russia’s war against Ukraine, a war which began with Russia’s annexation of Crimea in 2014? 

In her book, Sasse analyses the background to this war and examines the factors that led to Putin’s fateful decision. She retraces the history of Ukraine’s struggle for independence from Russia and shows how democratic developments in Ukraine had become a risk for Russia’s political system. She also shows that ambiguous Western policy towards Russia encouraged elites in the Kremlin to think that they had more room for action than they did.  

Following her presentation, Sasse is joined by Sam Greene, Professor in Russian politics at King’s College London for a discussion.

Gwendolyn Sasse (@GwendolynSasse) is the Director of the Centre for East European and International Studies (ZOiS) in Berlin and Einstein Professor for the Comparative Study of Democracy and Authoritarianism at Humboldt University, Berlin. She is also a Professorial Fellow at Nuffield College, Oxford. She holds a PhD in Political Science from LSE and her research has concentrated on different dimensions of regime change, with a particular emphasis on the post-communist region. Since 2014 she has been a non-resident associate at the think tank Carnegie Europe. 

Sam Greene (@samagreene) is Professor in Russian politics at King’s College London. He lived in worked Moscow for 13 in roles including director of the Centre for the Study of New Media & Society at the New Economic School, and deputy director of the Carnegie Moscow Center. He holds a PhD in political sociology from LSE. Alongside his work at King’s, Sam is an Associate Fellow of the International Institute for Strategic Studies, a Trustee of Pushkin House, and Editor-in-Chief of Russian Politics & Law. 

Abby Innes (@innes_abby) is Associate Professor of Political Economy in the European Institute at LSE. She has published widely on issues of party-state development and state capture in Central Europe, and, more recently, on the political economy of the neoliberal state in the UK.

Russia's War Against Ukraine

This event launched Abby Innes's new book, Late Soviet Britain: Why Materialist Utopias Fail.

Why has the United Kingdom, historically one of the strongest democracies in the world, become so unstable? What changed?

In Late Soviet Britain Abby Innes argues that a major part of the answer lies in the transformation of the British state. The book shows how Britain championed radical economic liberalisation only to weaken and ultimately break its own governing institutions. The crisis of democracy in rich countries has brought forward many urgent analyses of neoliberal capitalism, but Abby Innes explores for the first time how the 'governing science' in Leninist and neoliberal revolutions fails for many of the same reasons. The Thatcherite - or ‘neoliberal’ - project of withdrawing the state from the market rests on the same fallacy as Soviet planning: that a self-regulating materialist utopia is possible. The practical result in both systems is stifling bureaucratic overreach, economic stagnation, and ultimately political and state failure, only this time around the crisis is of liberal democracy. Soviet and neoliberal regimes may have been utterly opposed in their political values, but as Abby explains, when we grasp the kinship in their closed-system, deterministic forms of economic reasoning and their strategies for government, we may better understand the causes of state failure in Britain today, in what remains an inescapably open-system reality.

What does non-hierarchical governance mean? Under what conditions are actors likely to engage in it? Which trajectory best captures its long-term evolution? Through which mechanisms does it overcome gridlock?
 
Join us for this public event in which Bernardo Rangoni launches his new book Experimentalist Governance at LSE. The book develops an analytical framework that seeks to overcome the limitations of contemporary debate. By analysing five crucial domains (electricity, gas, communications, finance, and pharmaceuticals) in the European Union, an examination is made of when, how, and why non-hierarchical institutions affect policy processes and outcomes. Combining temporal, cross-sectoral, and within-case comparisons with process-tracing, this book ultimately illustrates the conditions, trajectories, and mechanisms of non-hierarchical governance.

Experimentalist governance: from architectures to outcomes

This event launches Jonathan White's and Gerard Delanty's new books.

Ideas of the future were central to the making of the modern world and are reshaping today’s societies in an age of emergencies and existential concern.  Two new books look at the enduring significance of the imagined world to come: Jonathan White’s "In the Long Run: the Future as a Political Idea" (Profile), and Gerard Delanty’s "Senses of the Future: Conflicting Ideas of the Future in the World Today" (de Gruyter).  This symposium brings together social and political theorists to explore what the future means today, how we got here, and what’s at stake.

The Politics of the Future

This panel aims to discuss possibilities for settlement in Syria and reappraise the role of regional and global powers, including Türkiye. 

In its 13th year, the Syrian Civil War continues without a formal ceasefire and attempts at post-war settlement have proven futile. Ongoing localized clashes between regime forces and the opposition persist, with President Bashar al-Assad securing approximately 70% of Syria. Although some view al-Assad’s resilience as a pyrrhic victory that is supported by Russia and Iran, he has maintained relative control and normalized relations with several Arab states. Amid evolving regional dynamics, Türkiye's Syria policy also has undergone multiple shifts in the past decade. The longstanding impasse in Turkish-Syrian relations further complicates efforts to achieve a lasting settlement in the Syrian conflict.   

In light of these developments, this panel addresses the following questions:    

In the context of peace settlement efforts, what is the current status and evolution of the Syrian Civil War, and who are the key players actively involved in conflict resolution? 
How has Türkiye’s Syria policy evolved since the onset of the Civil War, and what are the prospects for a normalization between Türkiye and Syria?
What are the factors driving the rapprochement between the Arab states and Bashar al-Assad and what will be the implications of renewed relations for the Syrian conflict?

Rim Turkmani (@Rim_Turkmani) is Senior Policy Fellow at LSE Middle East Centre and LSE IDEAS. She is the Principal Investigator of the Legitimacy and Civicness in the Arab World research project funded by Carnegie Corporation of New York. Her research is centred around legitimate governance in the Middle East, local conflict and peace drivers and the role of civil society in conflict zones. She has produced wide -reaching research on the lack of democracy and persistent violent conflicts in the Arab World with focus on the Levant. 

Soli Özel is a Senior Lecturer at Istanbul Kadir Has University and a member of the European Council on Foreign Relations, is a BA in Economics from Bennington College (1981) and an MA in International Relations from Johns Hopkins University SAIS (1983) graduate. In 2021-2022, he was a fellow at the Institute for Human Sciences in Vienna. Özel, an accomplished writer and commentator, contributes to publications like Deutsche Welle-Turkish, Politikyol, and GazeteDuvar TV. He co-authored "Elite Origins of Development and Democracy" with Michael T. Rock, published by Routledge in December 2023.

Selin Nasi (@selinnasi) is a Visiting Fellow at the European Institute of the London School of Economics and Ankara Policy Center's London representative, is a political scientist with a focus on Turkey's Israel policy post-Cold War. She holds a 2021 PhD from Boğaziçi University and has contributed to various media outlets, including Politikyol and Hurriyet Daily News. Her recent co-authored work, "How the Syrian War shifted the balance of power in Turkish-Israeli relations," is featured in the book "Israeli-Turkish Relations in Comparative Perspective" (2019).

Michael Mason is Director of the Middle East Centre. At LSE, he is also Professor of Environmental Geography in the Department of Geography and Environment and an Associate of the Grantham Research Institute for Climate Change and the Environment. He is interested in ecological politics and governance as applied to questions of accountability, security and sovereignty. This research addresses both global environmental politics and regional environmental change in Western Asia/the Middle East.

Klaus Welle is Visiting Professor in Practice at the LSE European Institute. He was previously Secretary General of the European Parliament from 2009 to 2022. His previous roles in Brussels include serving as chief of staff to the President of the European Parliament, as Director General for EU Internal Policies in the Parliament's administration, and as Secretary General successively of the European People's Party (EPP) transnational political party and of the EPP political group in the European Parliament.

Iain Begg is a Professorial Research Fellow and the Co-Director of the Dahrendorf Forum at the LSE European Institute.

Meet our speakers and chair 

Odile Renaud-Basso has been the President of the European Bank for Reconstruction and Development (EBRD) since November 2020. She was previously Director General at the French Treasury where she oversaw the development of France's economics policies, leading on European and international financial affairs, trade policies, financial regulation and debt management. In this position, she also served as Vice-President of the European Economic and Financial Committee, deputy to the G7 and G20 groups and French Governor or Alternate Governor of the World Bank, EBRD and African Development Bank. She was also Chair of the Paris Club.

Eric Neumayer is LSE President and Vice Chancellor on an interim basis.

Catherine de Vries is Dean for International Affairs and Professor of Political Science at Bocconi University. Catherine is also a Research Associate at the Dondena Centre for Research on Social Dynamics and Public Policy, the Bocconi COVID Crisis Lab, the Bocconi Lab in European Studies and the CLEAN Unit for the Economic Analysis of Crime of the BAFFI-CAREFIN research center.

Angelo Martelli is Assistant Professor in European and International Political Economy at the LSE European Institute. He is Programme Director for the LSE Bocconi Double Degree in European International Public Policy and Politics.
