Depends on if you can pour milk from one bucket to the other, or if you just put one bucket between two other buckets. In the first case 1 (bucket 2 to bucket 5), in the second case 2 (bucket 2 btwn buckets 4 and 5then bucket 6 btwn buckets 1 and 3)
