i guess it's a contract with the console manufactures or something
like an exclusivity deal
with the popularization of PC gaming over the years, and the less exclusives consoles garner, there are increasingly less and less reasons to buy consoles these days.
Especially when you look at the fact that that really haven't been any major advancements in the technology used. They're just gimped PC's with share buttons.
The last noticeable jump in graphical fidelity was for the 6th to 7th gen.
After that, shit just got kind of redundant.
They have gotten more powerful, though. And what do devs do with this power? Bump up the graphics and ruin the framerate. Hahaha.
It's a shame that a majority of console games from 10 years back run better than the ones today (save for fighters and shooters). 
Nintendo was doin good with the switch, and then dropped the ball (being a fucking bowling ball on their feet) with that new online, that now costs money and has LESS features that it did on the previous one. Anyone that pays money for that while knowing this fact has either too much dough to care, or they want to get fukked. I do understand that devs have to find new ways to generate income when titles aren't being released that frequently, but, I don't think you have to be scummy as heck in the process. Only KIIIND of scummy.
But, anyways ways, enjoy da track, yall.
