Hi this is Marc Levine and you're listening to "I Wasn't Going To Speak Today."  This is the inaugural podcast of my ongoing series discussing timely issues facing society.

I wasn't going to speak today, but the issue of the drought is just too important. California is in the middle of a four-year drought.  We have had only one truly "rainy year" in the last nine years. However, even in wet years California has a problem.  California has an aging water system that is unsustainable in the long-term.

The good news is that in the midst of any crisis there is always opportunity.

I am the Chair of the Assembly Committee on Water, Parks, and Wildlife and joining me today is a guest who is the czar of California water issues.

As the Chair of the State Water Resources Control Board she oversees how California captures, recycles, reuses, and transports water.   Some think she has the authority to determine where and when it will rain and how much.
