Actually in Dec. of 1994 there was a terrorist that created a bomb using a digital watch and a full sized bottle of what looked like saline solution but actually contained an explosive liquid.  At the time it was allowed on board.  It blew up killed one man and nearly brought down Philippines Air Flight 434.  Probably a better example as to why liquids are scrutinized as they are.
