Sans is the Undyne replacement. After Papyrus was elected ruler of the Underground, he put Sans in charge of Royal Guardly duties. Sans doesn't particularly take his job all that seriously, but still tries his best to make his brother, the king, happy.

During the chase sequences, rather than Sans actively running after you, he just uses his shortcuts to show up a few steps ahead of you again.
