• Opportunity Gap – A two-tier London is emerging: one of privilege, one of survival.
• Rough Sleeping – In one of the richest cities in the world, thousands still sleep on the streets.

• A coordinated “One London” strategy combining Met Police, BTP, TfL, and borough councils

MAKE LONDON AFFORDABLE AGAIN
• Build homes near transport hubs (within 800m of Tube, Overground, and Elizabeth Line stations)

• “Right to Build Small” initiative – allowing local builders to develop ≤20-unit projects using pre-approved plans
• Develop key-worker housing on public land with rent-to-own pathways
• Create fair build-to-rent models tied to local income levels
• Scale up Housing First programs – helping rough sleepers move rapidly from the street to stable homes
