ASMR stands for Autonomous Sensory Meridian Response it is described as a pleasurable tingling sensation that can be felt most commonly in the back of the scalp and down the spine but not limited to these area's.  
I try to describe ASMR experience to people using something common like visiting a hairdresser, do you find the experience of someone focusing on you, the gentle touching of your hair, the sound of the scissors moving around you relaxing?
That would be a relaxing experience, watching ASMR video is like recreating that type of experience.
I believe most people can experience ASMR, to experience ASMR you need to find your trigger, common triggers:

ASMR Inaudible Whispering Ear to Ear

Nothing To Lose & Echidna unleash their first collaboration release on Grand Theft Audio since March and this time they are bringing something unexpected in the shape of You Know What and Downpour. Two deep, vocal driven minimal tracks that take the minimal Manchester Sound and mess it up GTA style. The tracks feature the vocal talents of two of Manchesters most beloved MCs: Don't Flop battle rapper and accomplished D&B MC Frisko as well as Hip-Hop workforce Dubbul-O making his Drum & Bass debut. 

You Know What opens with eerie futuristic noises and distorted vocal snippets bouncing around before leading up to a cheeky hook from Frisko. Then comes the drop. Pinpoint accurate percussion punctuates the dancehall rhythm kick pattern. Friskos on point double-time flow leads the way through rolling FX and a sub-bass you could sharpen a sword on. The second verse is even bigger than the first showing Frisko really is one of the best rappers Manchester has to offer at the moment.
