Six hundred years have elapsed since the overheating  of Earth.  
With the ice melting, billions of tons of water vapor covered the sky.
Biblical floods  destroyed cities. Few survived.
A group of residents found shelters in  the nearby mountains, where there was a nuclear power station, which withstood floods, and stayed  unharmed  inside the disaster landscape. 
Residents staged their survival inside  and around  the nuclear plant. 
After a while, the flooding eased.
Those who had sufficient technical knowledge remained inside the station.
Others began to build houses around the station.
Little by little a new city  began to  exist, but unfortunately  trade unions also created (and differences between members).   
The upper class (elite)  consisted of technicians who lived inside the station, the middle class  of those who had enough knowledge to organize construction sites, and the rest was the  working class
The city named Eratia. 

The City for three hundred years, after many biblical floods and disasters, surrounded by huge  protection walls.
Nothing grows out there  except for a few mutant plants which can stand  the water momentum.
The inhabitants are a cultural patchwork of leftover of the past,  have  common superstitions   and fictions. Floods are subject of consoling, ceremonies and  litanies. 
Thunderstorms are frequent and unpredictable. The worst start from  the distant mountains and result in rash floods. 
Nothing left after their wake, except  the giant silos just outside the walls built with floors of vertical farming, which give food and raw materials.

In this hypothetical city music is part of the rituals.
We liberate our imagination and let it lead us to this music.
