Written after visiting a small fishing village in Cornwall, when entering the village, we were confronted by an overcoming emotion that rocked my boat, and two gorgeous kittens (that don't appear in the song). I later found out that this place had been struck by grief on more than one occasion when the lives of most of the towns menfolk had died in fishing disasters. 
In some small way, I hope this tribute will bring some peace to this lovely, but slightly lost place.
