Le Collimateur se penche à nouveau sur la guerre contre le terrorisme depuis deux décennies pour la seconde partie de l’entretien avec Marc Hecker et Elie Tenenbaum autour de leur ouvrage « La Guerre de Vingt Ans » (Robert Laffont). En compagnie d’Alexandre Jubelin, ils abordent dans un premier temps les évolutions de la doctrine américaine contre-terroriste après l’invasion de l’Afghanistan (2:00), mais aussi de la réflexion stratégique de la part des forces jihadistes (8:00). Puis ils reviennent sur les jeux de réaction entre forces occidentales et jihadistes notamment au début de la décennie 2000 (21:00), ainsi que sur l’enlisement des interventions militaires occidentales contre-terroristes et les inquiétudes sur le tour que prend les opérations de contre-insurrection (29:00). Ils évoquent ensuite les printemps arabes de 2011 et les liens qu’ils ont avec la réémergence de la mouvance jihadiste (39:00), notamment avec le départ en masse de ressortissants occidentaux vers la Syrie en guerre (48:30), et les conséquences que cela a pu avoir sur la vague d’attentats terroristes en France (59:30).
Ils abordent ensuite l’arsenal répressif et préventif mis en place en France et son bilan (1:04:00), avant de discuter des dynamiques de resanctuarisation de la galaxie jihadiste et des conséquences que celle-ci pourrait avoir (1:14:30), ainsi que des effets de la pandémie sur les groupes jihadistes (1:20:00).
