Starosta dediny ho na základe telefonátu z ministerstva pokladá za kontrolóra, ktorý sem inkognito prišiel skontrolovať stav čerpania eurofondov. Nakoľko nikto nepotrebuje ďalšie problémy, starosta a jeho posluhovači sa snažia ich doposiaľ bezúhonne fungujúci systém očistiť v očiach "kontrolóra" drobnými ústupkami a úplatkami.
