Their production system functions on two primary tiers: one supplies broadly distributed narcotics saturating street markets, while the other focuses on specialized, high-margin designer compounds reserved for exclusive clients. This separation allows them to dominate both volume-driven and niche segments, leveraging their chemical expertise to craft substances tailored to varying demands and risks. Chem-Siths oversee the creation of advanced formulations, providing the syndicate with a distinct edge in innovation and quality control.

The Cutthroats' presence is strongest in New Olympus, where neglected districts like Wescott provide cover for sprawling labs, underground markets, and front operations. Proximity to the Firewall permits relatively efficient underground smuggling routes into the city’s heart, ensuring supply lines remain intact despite surveillance.
