Starting 01/01/2024, a new law in California allows adults aged 26 to 49 to qualify for full-scope Medi-Cal regardless of their immigration status, and it will not be considered a public charge. All other Medicaid eligibility rules, including income limits, will continue to apply.
Medi-Cal is health insurance that provides free or low-cost medical services for low-income children and adults. You can apply for Medi-Cal in person at your county social services office, by mail by filling out a simple and single application and sending it signed to your county social services office, by phone by calling your county social services office, or online by simply searching "get Medi-Cal," which will direct you to the California Department of Health Care Services website. The process takes about 45 days, so the sooner you apply, the sooner you will have health coverage.

You have the right to health insurance through Medi-Cal regardless of your age or immigration status. Ana Vargas, a chronic disease specialist from the Monterey County Health Department, advises that if this is your first time applying for Medi-Cal, become informed about where and how you can obtain enrollment services.
"When people receive their Medi-Cal card from the state of California, for many it is something unfamiliar, and they don’t know what the Medi-Cal card is. With this card, you can make an appointment. If you do not have a list of clinics to take Medi-Cal insurance, a Medi-cal representative can help. If you still do not have Medi-Cal, do not put it off. Ask at your community clinic how you can apply. Medi-Cal offers free or low-cost medical coverage to low-income families."

Part 2: How to access Medical regardless of immigration status with Ana Vargas

If you live in CA and still don’t have health insurance, you have the right to full-scope Medi-Cal. Ana Vargas, a chronic disease specialist from the Monterey County Health Department, shares her outreach strategies to help the most vulnerable communities enroll. "We have a collaboration among various agencies that are doing Medi-Cal outreach, some agencies that have Triqui and Mixteco speakers to help those people. And most of the time, we meet at community events. We are responsible for working one-on-one with the community and agricultural workers to identify the barriers they face in applying. One of the reasons undocumented people do not apply for Medi-Cal is the fear that it might affect them if they ever seek a pathway to citizenship. Are you expecting a baby? Did you know that going to the doctor as soon as you find out you're pregnant can help you avoid many health problems for you and your baby? Pregnancy is a stage full of changes for the mother, and it is important that you take care of your health and that of your future child.
If you do not have medical insurance that covers your pregnancy and are not receiving medical care, apply for full-scope Medi-Cal as soon as possible. In California, all qualifying individuals, regardless of age or immigration status, can apply for Medi-Cal. Medi-Cal is a free or low-cost health insurance for families with limited incomes, and it covers all pregnant women and their children.
Don’t be afraid to share information about your immigration status because everything you share in you Medi-Cal application is kept confidential and secure, and it is not considered a public charge. Ask at your community clinic how you can enroll in Medi-Cal to take care of your health and your baby’s health.

Accessing Medi-Cal during pregnancy

Did you know that starting this year, everyone in California has the right to Medi- Cal coverage? Regardless of age, and immigration status.

Dr. Ilan Shapiro from AltaMed Health Services explains to us:

"We want this service, funded by state resources, to be used. It has nothing to do with immigration status. And if you have any questions, please talk to the Medi-Cal staff, they are very helpful and provide information in both Spanish and English to help you find your best option."

Visit your community or county clinic and ask about this expansion authorized by the California government.

Many people are losing their Medi-Cal coverage, don't let it happen to you

Medi-Cal now covers all eligible low-income individuals regardless of age or immigration status. If you live in Coachella or nearby areas, you can get free help enrolling in Medi-Cal at Innercare clinics. They can also assist you in renewing your Medi-Cal if you lost it due to not completing the forms sent by mail. Help with Medi-Cal enrollment in Imperial County

Since mid-April, people enrolled in Medi-Cal have received renewal notices by mail. This process will extend until 07/31/2024. For some people, their Medi-Cal insurance renewal will be automatic, but most will need to complete a renewal package with updated information about their income and family size. Those who do not complete the renewal forms will lose their free or low-cost coverage under Medi-Cal. If you submit your renewal application but no longer qualify for Medi-Cal due to increased income, you could enroll in a subsidized private plan through the state insurance marketplace, Covered California. "Eres Valiente" features uplifting lyrics that celebrate the bravery and strength of immigrants facing low wages and a lack of safety nets. The song also emphasizes the importance of community support, reminding listeners: “Don’t forget there are community resources!” (Translated from Spanish).

El Corrido de Gabriel by Flaco El Jandro. Alejandro Gomez, also known as Flaco El Jandro, is a Chicano songwriter and musician from Salinas, CA. This song is set to a traditional corrido melody and narrates the story of a family member who was placed in a detention center for several months while the family sought resources to secure his release.

Them All Crazy by Luis “Xago” Juárez, a playwright, activist community storyteller, and neighborhood organizer who grew up in East Salinas. His bilingual, dialogic poem questions what makes some feel disheartened and uninterested in voting, particularly within the context of immigrant and agricultural communitas, and why we must turn our dissatisfaction into a vote at the polls.

Línea Abierta Half Hour Segment with guest Adalberto “Betto” Arcos, Co-Writer, “Cumbia Somos”  

A new book, “Cumbia Somos,” traces through profiles and stories the evolution of the musical tradition of cumbia, a musical genre declared a cultural heritage of Colombians, from its origins on the coasts of Colombia to its entrenchment in popular taste throughout Latin America, through the iconic bands that have made it a commercial success, such as Totó La Momposina, Los Angeles Azules and Rigo Tovar.

On the occasion of the book presentation in Fresno, CA, one of the writers talks about the role that cumbia has played as a cultural asset that connects the peoples of the continent.

Attendees explored the cultural significance of Cumbia before enjoying a live DJ set of cumbia classics played by Radio Bilingüe program host Enrique Sánchez.

Poet Juan Felipe Herrera: 30 Years, 30 Voices. 

The son of migrant farm workers, poet Juan Felipe Herrera was born in the area of Fresno, California, where a bilingual elementary school was recently named after him. Author of numerous poetry collections, he was named US Poet Laureate in 2015, when he launched his project “The Most Incredible and Biggest Poem on Unity in the World.” In this anniversary edition, and on National Poetry Month, Herrera engages listeners in a conversation on memorable books, the healing power of poetry and his decades-long collaboration with Línea Abierta.

Línea Abierta: Poet Juan Felipe Herrera: 30 Years, 30 Voices

Bilingual poet and spoken word artist Aideed Medina recites verses to encourage listeners to participate in the CA census. Her poems, commissioned by Radio Bilingüe, emphasize the need for marginalized people to stand up and be counted, in order to ensure security and prosperity for themselves and their families. 

These short educational poetry productions were featured throughout regular daily programming during 2020 and showed great success in creating census awareness and participation among our listeners. 

Medina is Pushcart Prize-nominated poet, award-winning spoken word artist, playwright, and author. In April 2025, Aideed was appointed as the City of Fresno’s seventh Poet Laureate

In this feature presentation, Radio Bilingue host and reporter Chelis Lopez takes Fresno listeners to the City of Oaxaca in Mexico, describing in rich detail the history and meaning of La Guelaguetza, the most important traditional Indigenous celebration of Southern Mexico, now practiced annually by thousands of Indigenous families in Fresno and other California communities. 

This year's top honoree was Juanita Hernandez, long-time voice of Radio Bilingue's La Hora Mixteca and Indigenous leader who revered from Fresno and the Valley to her hometown of Santiago Juztlahuaca, Oaxaca and Indigenous communities across Mexico.  

As Chelis Lopez says in her closing: "Yes, La Guelaguetza crosses borders!"

The Alliance for California Traditional Arts produced “Canciones del San Joaquín” in proud partnership with Radio Bilingüe. 

The Fresno Memorial Auditorium was filled with audience members who gathered in Downtown Fresno to enjoy the live concert. A diverse group of local composers and singers, representing a broad spectrum of regional and diasporic genres debuted ten newly commissioned works. 

Radio Bilingüe promoted the event on-air and will soon be airing the full concert and interviews with the performers for the enjoyment of those who were unable to attend in-person.
